I assume I need to go down to the police station to have them roll my prints for the cards, but do I? It doesn't actually say on the cards who has to roll them, could I theoretically just do it myself (to avoid paying to have it done)?
I doubt it, but I don't know for sure.
I had them done for $11 a card and I've heard cheaper. There is a section for the tech or the organization to sign off that they did the card. Would hate your for you to go thru the process and be rejected for not have a legit organization do the prints.
LEO has to do them as they verify the person who is getting printed is indeed the person they say they are.

second question, can the fingerprints for atf forms be done on any LEO approved fingerprint cards? i.e. the fbi 240 etc

No, they need to have the correct ATF coding on them. They come with the application packet.
