Where can I download the paperwork to submit to the ATF so I can build a destructive device?
Are 40mm high pressure rounds able to be reloaded? How dangerous is it to reload 40mm rounds in general?

I can't help you with the high pressure rounds. For the most part, weapons that use 40mm high pressure rounds are rare in civilian ownership. That is, unless you planned on making some custom launcher.

Grog's is the place to go though not as much traffic as you see here. A ton of very smart people there that have detailed knowledge of just about everything DD.
Grog and Destiny post here from time to time and they know their stuff.(not to say the others don't)
