Does anyone have a good list of Destructive Device dealers and/or manufacturers who are willing to sell to individuals?
Mortars and Recoilless Rifles are my chief interest currently.

These folks are few and far in between, especially when it comes to recoilless rifles.
My recommendation is to put out WTB ads all over creation. I do know that Kent Lomont of Salmon ID had a 57mm recoilless with a Chinese breech. It needed parts but was otherwise ready to go. Mortars are far more common especially if you're open on country of origin, size, etc.
Aside from Mr. Lomont, I recommend talking with:
Dan Shea of Henderson NV (Long Mountain Outfitters, the SAR people);
Jerry Praesser of Fond du Lac WI;
Stan Andrewski of Webster NH (not DD but has probably dealt with enough of them to know more than some DD guys);
Vahan of Armament Services International of Warminster PA (EXPENSIVE but has quality stuff);
Bob Naess of Cavendish VT (Black River Militaria) probably can help if you want C&R;
Ohio Ordnance Works of Chardon, OH always has nifty stuff;
Dennis Todd of Springfield PA gets nifty stuff too, though I don't believe he's a DD guy.
