 Building a mortar from scratch, DD?

In Rangnar's Big Book there are plans for building a crude mortar out of 4" pipe with a cap on the bottom and a fixed firing pin. The projos are 3" pieces of pipe with a 3/4" piece welded on the bottom to hold a shotgun shell filled with only powder.
Not to start a debate on the intelligence of this design, but I would assume that this would be a DD? I know a lot of people have made mortars that are basically upright black powder cannons an aren't DD's, but this is a bit different.
