Can a regular 01/FFL take a transfer from an out-of-state entity (trust-individual-01/FFL-01/SOT) on a Form 4 ($200) and transfer it to an individual on a Form 4 (another $200) in state?
I'm thinking if the 01/FFL is the end-buyer and is transferring the NFA weapon to himself as an individual, this may be handy. He would be in possession of the weapon after the initial transfer from out of state.

Yes. And the transfer "back out to himself" is only necessary if he's not a sole proprietor.

Say the end transfer was going to another individual who is not the 01/FFL receiving the weapon.
Say the out-of-state owner is an individual or trust.
Whether or not the transfer is going to the 01/FFL or an 01/SOT in the receiving state it has to be on a Form 4 ($200), correct?
Say the nearest 01/SOT is 50+ miles away and the receiving entity lives very close to the 01/FFL and is a known/steady customer.
If the 01/FFL receives the gun the end-user will have access (supervised by the 01/FFL) while the weapon is being transferred to them, correct?

Yes, but if the non-SOT FFL is going to make a habit of doing nfa transfers, ATF will require him to get his C3 SOT - which makes more financial sense, anyway.
Similarly, a non-DD SOT FFL can handle the occasional DD for themselves or a customer, on a tax-paid F4; either once in a while personally, or if no DD dealers are reasonably local.
The end-customer can use the item in the presence and under the control of the current registrant (the non-SOT FFL), like any other NFA.
ETA transfer times can vary. I've heard of individual to SOT Form 4s going through in as little as 4 weeks. But my last in-state F4 from a customer to me took one day less than six months, door to door.
