 Are there any 07/02's in New Jersey?

Just wondering. I had a run in with a bit of an odd guy a couple of days ago. He called last Monday to the shop, asked if we sold suppressors. Said sure we did. He said he was building suppressors for the government, and would we like to buy them. (I should add he was really hard to understand, his first language was clearly not English)

I told him we didn't really have much interest in them, as usually customers want to buy brand names, but if it was a good design, sure, we'd take a look at them. He said he'd bring them by, but he was coming from New Jersey, so wanted to be sure I'd be working(I'm the main point of contact for NFA items at the shop) This really threw up a red flag for me, as I know there are few to none FFL's in Jersey, let alone any SOT's. So I told him he was welcome to bring them by, but to be sure to bring a copy of his FFL/SOT along. He said no problem.

He shows up to the shop, with a paper bag with something that I would assume was a suppressor in it. Same broken english, tells me that he spoke to me on the phone, he is the builder of the suppressors for the military, and they are great suppressors, and I should buy them. I told him that was great, I needed a copy of his FFL/SOT. He says sure, "I have government recommendations and bank loan, you buy suppressors!!??!!!"

He goes out to his car, comes back in with a binder, shows me some official looking forms from the state department, and a bank loan for a business. I explained to him that the forms he had were great, but I had no interest in his suppressors with out seeing his FFL/SOT. I showed him ours, which hang on the wall, he looked at them for a bit, said "sure, I haz those, they at home, look at my suppressor and buy!!!" I told him thanks for the time, we weren't interested, please leave. He seemed pretty upset, complained that he drove all the way from Jersey(about three hours) to bring them to us. I kind of wondered why he would drive all the way to us, in central Pa, past five or six other shops in Philly that have SOT's, to talk to us(who, BTW, just got our SOT about five months ago). Maybe he called the other ones and they told him the same thing? So that brings up the question, are there any 07/02's in Jersey???

There is no way to legally manufacture or own suppressors in NJ. They are completely banned under state law.

NJSA 2C:39-9c
Any person who manufactures, causes to be manufactured, transports, ships, sells or disposes of any firearm silencer is guilty of a crime of the fourth degree.

The ATF won't release info on whether any FFL's paid the SOT or not, as the SOT's a tax and therefore private tax information. However if you really want to know I guess you could look at the ATF's list of FFLs, and then call the type 07's listed. There's only fourteen 07's in NJ.

The reason there are so few is that the only NFA items they can sell in NJ are machine guns to LE agencies. There are no exceptions in the state laws banning SBR's, SBS's, or suppressors for FFL holders.

This is what I had thought. I'm not sure what was up with the guy, but it didn't sit well with me. Might have just been some guy who thought he was on to something, or maybe it was something more. Either way, glad to be done with that issue.

They're completely and totally full of shit. This is either a .gov fishing expedition or something you REALLY don't want to be anywhere near.

My first thought was an ATF fishing expedition, but then I thought maybe my tinfoil hat was on too tight.

If you still have the guy's phone # on your caller ID you might want to forward it to your local ATF field office and the other FFL/SOT's in your area as a friendly heads-up.
