Shipping C&R Pistols
What’s the rule for shipping C&R pistols? Can two C&R holders ship between eachother?

yes.....thats the point of having an 03FFL. Be aware that some states have more restrictive laws.
Be aware that only dealers and manufacturers can mail handguns, 03's must use a common carrier (UPS/FedEx).

Is there a list of states that allow/don't allow the shipping of a C&R handgun?

I've never seen one. It is up to the person receiving the shipment to know their own laws.
I believe that all handguns transactions in PA and NY need to go through NICS. I do not know if a C&R bypasses that or not.

It does. I've bought C&R handguns in PA using my C&R license; no forms, no NICS.
I have found that when shipping handguns, it is often cheaper to pay a FFL to ship it USPS than to UPS/Fedex it yourself.

Except from what I have read it is a "grey area" if it is permissable for a 03 to receive a handgun from a dealer via USPS. The wording (unless something has changed recently) seems to indicate that USPS can be used only between dealers/manufacturers, eventhough a number of dealers do ship to 03's through USPS.

It is not a gray area at all. It is prohibited.

01FFL who ship handguns to 03FFL via USPS are violating postal regulations. There is no debate. There is no question. Stop spreading false information.

I fail to see where I have been spreading false information. I stated that the DMM wording seems to indicate that it is NOT permissable for an 01 to ship to an 03 via USPS (true statement). I also stated that numerous dealers will and do ship to 03 FFLs via USPS regardless of wether it is permissable or not (true statement). Obviously there is some "grey area" because it does happen, even if the legality that it is not permissable is black and white. I am in no way condoning shipping firearms through the USPS, and in now way trying to mislead people. I was instead bringing up a point that there is a certain degree of uncertainty from which a person could then gather additional information on and make their own responsible choices from.

Do you have to transfer the firearm to the ffl then he transfer to the C&R lisenced buyer or does it have to go another 01 FFL

My understanding is that you would transfer your handgun to a local FFL (at a nominal fee I believe, plus the USPS shipping cost). That FFL would then ship via USPS to a FFL local to the ultimate buyer. That FFL would then transfer (with a transfrer fee) to the ultimate buyer.
Otherwise you ship directly to the ultimate buyer with a FedEx or UPS Air service which can be upwards of $50.00 +. Now is the UPS/FedEx cost cheaper than the total of all shipping and transfers (paid by both seller and buyer)? probibly highly situational.

That is pretty much what I do, except that the FFLs on my end don't really charge me much for the shipping, a couple of bucks ($5 to $10) over the cost, then the guy I shipped to on the other end used a pawnshop with a $10 transfer. The pistol fit in small prority flat rate box and cost me 10 to15 dollars total to ship(including the FFL's fee) and $10 on the buyers end. 20 to 25 is a fair amount less than 50+. It doesn't always work out that way though.
When shipping to transferee , what does one need to include other than a signed copy of C&R licence

That is all you really need. I often include a packing list with my contact info and if it is going to an FFL01 for transfer, I put on the buyers contact info.
