I have a Remington 870 i am SBSing and filling out a form 1. The reciver just says "Remington" . It does not say a city or state it was made in. What city and state should i use for Remington?

Can be, but doesn't have to be there. The ATF says Frame, Receiver OR barrel.

Yes, BATF allows manufacturers to mark almost anywhere on the firearm as long as its visible.
I recommend to mark on the actual receiver though for anything NFA.
On an interesting side note, one of my dealers managed to legally form 1 an 870 barrel itself. He told me that this was many years ago and he had to argue with the ATF that it was legal to do.
