Bought a new 870 this past weekend. I noticed that the clamp in front of the fore end that goes around the barrel and magazine is loose. I tried to hand tighten but it does no good. Is it supposed to be a little loose and move a bit? Dont want it to scratch the barrel while shooting.

No, it's just a poor clamp. Order a Nordic.

If a Remington factory clamp won't tighten, something is wrong with it.
Either the screw or clamp may be stripped, or the clamp may have been bent.
When in proper condition a Remington clamp tightens snuggly and the groove in the extension prevents the clamp from sliding on the barrel.

There's no reason you shouldn't be able to tighten it yourself. The magazine tube nut needs to be tightened onto the magazine tube first, then the magazine extension tightened down into the magazine nut. Then tighten the phillips head screw in the bracket that clamps the magazine tube parallel to the barrel. Should wind up tight as a drum if you do it in that order.
