I say;
CAD it
Patent it (Or at least Patent Pending)
Send to Kel-Tec or Tacticool to ask if they want the rights and offer to sell the rights to it, and some percentage of each unit sold
The could offer the stock and a 16" barrel for a carbine
or just the stock for LEO sales or civilian SBR configuration
