 CW9 barrel in a CW40

Can you put a CW9 barrel in a CW40, change the magazine, and have a dual caliber pistol?

No.
You'd also need a new slide. The breech face and extractor are different, and probably so is the barrel/slide alignment with the firing pin. You'd also need a new recoil spring.

I'm not sure on the magazine would be compatible with a .40 caliber frame.
