38 special for apartment dweller
Looking for a good round for the 38 special, that would not cause over penetration in apartment walls . any information would be appreciated. I have consider Glaser Safety slugs but they are hard to find.
Any round, or any caliber, that is capable of penetrating to the vitals of a bad guy will go through a couple layers of drywall.
What you seek does not exist.
Try some Hornday Critical Defense standard HP loads, and not the +P loadings. Most apartments have solid firewalls between them, so you should be fine. If your apartment is only sheetroock between units, then it isn't up to code and you should move.
Cartridges that claim to achieve what you are looking for include various frangible loads, (including things like Magsafe) or any of the various solid-copper hollow points. If you go on MidwayUSA and type "38 lead free" you'll see some results. The odds of any bullet being shot through the walls or ceiling and actually hitting somebody, let alone killing them are about 10 times more remote than anybody coming into your apartment and needing to be shot, which is incredibly remote to begin with, so don't lose sleep on it.

Glasers are about the absolute worst choice you can make.
