None of my 4 magazines (All genuine Beretta made in Italy) will drop out of the mag well when the mag release button is pressed.
Some have had rounds stored in them for extended periods and others haven't. Is there anything I can do to alleviate this?
I've also had this gun for about 4 years and just in the last 6 months it's started to not lock back properly when the mag runs dry.
Could this be related to the magazine issues?
To lock the slide back reliably, replace your magazine springs (perhaps +5 or 10 Wolff springs). Magazines failure to drop is similar to the issue that Maryland State Troopers report.

try getting a rag with some lube on it and wipe the mags down.
Did the mags always hang up? Sounds like you have some crud in the mag well.
I will check on the crud issue but it has persisted through several gun cleanings.
That's not to say that I couldn't have overlooked something.
