How hard would it be to convert a yugo RPK to a Tabuk DMR? I was looking at the hand guards, and noticed they are a lot shorter than other yugo AKs. Will a new lower HG bracket work with the ribbing? Also how hard is it to mount a side rail to the rifle?
You should be able to just get a
Tabuk buttstock and a
Tabuk flash hider. With the buttstock and flash hider it will look a lot like a real Tabuk. Not sure how hard it would be to get a scope mount installed.
You could also have the fins turned down or swap the barrel out but I would think either would be costly / time consuming.

Piece of History Firearms should be able to do a full conversion for you with the supplied parts.

ARS did a Tabuk build using a M72 and it turned out pretty nice. He turned the barrel down, added a few components, but kept the M72 handguards:
