 Pre ban question...be gentle

I am postive this has been asked before but I didn't find anything in the search.

I have a chinese SKS with a 306 manufacturing mark. Serial number 17049XX.

I am trying to find out if it is pre ban and if it is legal the modify it to accept duck bill mags, have a collapsible stock, and pistol grip.

The preban question is because I am in Connecticut.

The duck bill mag question because of the import laws.

With it being a 306 we'll probably never know for sure when it was made. For the most part the only Chinese SKS's that can be dated are the ones made at Arsenal 26 in Chongquin. Judging by your serial # you have a Type 2 receiver which means this. The barrel is pressed and pinned into the receiver. You should also have a stamped trigger guard plate (trigger guard). It also means that the carbine was made after 1966 but when after that is a mystery.
I'm not sure how your state would define a "Pre-ban" but I'd say you're o.k. Because no one outside of China really knows the whole scoop on their production numbers/dates.

I,too, believe it is pre-ban and therefore OK to possess in its original configuration, even in CT. If you modify it away from being "original" then you'll have to insure 922r compliance––no more than 10 of the 20 named components can be foreign. Adding a duck bill mag will definitely cause 922r to kick in. However, in CT you may not be able to due to their peculiar Assault Weapons Ban. It may be adding a duck bill would be considered manufacturing an assault weapon. But I'm not sure...

so it has to have LESS than 10 foreign parts to be compliant?

No more than 10 of the 20 parts the ATF has named can be foreign. The Chinese SKS has only 14 of the named parts, of which no more than 10 can be of foreign origin. I would guess that numbers 11-14 (for a total of 4 parts) are easily obtainable and would bring you into compliance.
