After stripping off the factory paint with chemicals, the metal looks like it was parked from the factory before being painted. I see a rough gray finish. My question is, did hungary parkarize these rifles before painting them, and if so, can i just strip off the factory paint and repaint without having to sandblast?

I don't think any Hungarian AKs are phosphated before painting - they're just painted. I think you are seeing the original paint under the crummy paint job put on over here. The original baked-on paint is more resistant to chemicals. If this is on the receiver, is it a USA receiver? In that case, it may be phosphated under the paint.
If I'm all wet, and there is a phosphate finish under the paint, no, you would not have to blast before re-painting. Hopefully you will use a bake-on product.
