I'm guessing not, but thought I'd ask anyway. I'm looking to make a 5.56 AK with the following:
-Vltor AR conversion tube
-Magpul CTR with cheek riser
-Ultimak rails, top and bottom.
Is this setup possible with the SLR-106 folder as a base platform? If not, do you know if there are any non-folders out there? I've combed around and am coming up empty.

Not possible with the SLR106. At least not without spending a ton to have a gunsmith take out all the folding bits and put in a standard rear trunion but that would be dumb IMHO. If you really want a 5.56 AK with that VLTOR tube and an AR stock you'd be best to get a Saiga and convert it or get a SAR 3. Either of these options wouldn't cost that much. You could probably sell the 106 and pay for the new AK and most of those parts with the money received.
