WASR 10 Safety Sticking

I recently purchased a CIA WASR 10. I have only had one real problem with it so far and that is moving the safety lever for safe to fire or vise versa. It is so hard to move that I actually have to use a pair of pliers to pull the lever away from the receiver to move it. I have cleaned and lubed it a couple of times so I think that it is a mechanical problem not just gunk.

I have yet to find time to take it to the range so it is currently unfired.
