Can you convert a Romanian AK 47 kit to a AK Draco pistol?

Yes you can build your kit into a pistol, just buy a pistol barrel instead of a rifle barrel and change the rear trunnion tang type to a flat type pistol trunnion.
How short of a barrel are you wanting?
It just depends on how short you want to go if you will need to shorten the gas piston & tube.
You can go short enough to eliminate the gas tube entirely.

The only federal restriction on making a pistol is that the receiver could not have been barreled as a rifle first.

No, not really. The Draco has a few things your standard Romanian AK doesn't. I won't get into those details, but it isn't straight forward. Yes, you can make a pistol using a Romanian AK or better yet a Romanian kit. I did that using a $90 rusty kit from Centerfire a few years ago. Since then there are places that sell pistol barrels, but for mine I had to send it off to be cut down and reprofiled. There are also pistol gas pistons (not that the Draco uses a shortened piston), when I did mine the guy who did the barrel also cut my gas piston and bored out the head so I was able to cut it to the length I wanted, press the head back on and weld it. Again, not that the Draco needs it, but I also shortened my forends, gas tube and refinished them. I also had a guy weld the gas block and front sight together (not necessary for the Draco) so I could shorten the barrel even more.I hope this helps a little bit.

IMO if you have a Romy kit or rifle, sell it and buy a Draco pistol. For all the work that you will have to do it would be cheaper on your wallet to go that route unless you really want to get that deep into gunsmithing.

I guess that's what I'm trying to say. It can be done, but the only reason I didn't go over my $200 budget was because I didn't have to worry about 922r parts and made deals on all the additional work except the front sight gas block weld (I tried to do it, messed it up and had to send it to some one who actually knew how to weld).
