I decided to do some tinkering with a new stock set from APEX for my Lancaster AK. Any tips or advice on how to get the buttstock to fit flush? I literally have about a 2mm gap all the way around and for the life of me cannot figure out where it needs to be sanded to seat correctly. Anyone have a lot of experience here?

Most stocks shouldn't require modification to fit (as long as they are imports). Granted, if these were US made maybe they made them thicker so they could be fitted. Another possibility is that you have a standard stock and a thicker receiver (some receivers are 1.5mm rather than 1mm). Which ever the case, fitting a stock isn't that hard and there are numerous ways people do it. Personally I prefer a table saw or router as it gives a uniform result (this comes from making stocks, not fitting stocks already made).

could try putting chalk on your weapon, inserting it into the stock, then sand where the chalk leaves a residue on the stock. Repeat as necessary.
Note, while I am a woodworker, I don't do rifle stocks so take my advice with a grain of salt.
To build on what was said since my last comment. You can use chalk and sand/cut it or simply put the rear end of the receiver on some paper (of if the rear trunion isn't installed yet, on the wood) and trace. You can either trace the outside or inside it doesn't matter. Just remember what you did and what the tracing means. You could also make a simple outline on something else and shape it to fit inside the back of the receiver (this way you have room for error). Once you have got it perfect, you clamp it on the stock and use it as a guide for your router. Granted, you may not have all these tools but you can improvise!

1) If you're saying that the stock screws are in place and tight, and you have a 2mm gap- that's a normal fit variation.
2) If the screw holes aren't lined up, and it slides most of the way in with minimal pressure, I would look at possibly setting back the face of the stock, where the trunion step is located.
I'm thinking this is more likely #1...
