Can someone help identify this .22 adapter?

I found this in a bucket of brass at the range the other day and have no clue what it goes to. It had .22LR rounds in it. The only markings I could see says "USE HIGH". I'm not sure if it is one solid piece or two separate pieces that are rusted together, I haven't been able to wiggle or move either piece in relation to the other. That's a .223 for size comparison.
