What's the lightest K.I.S.S. AR (no SBR) under $1K
My sister wants to buy the lightest AR-15 possible as she has mild carpal-tunnel syndrome... Is that Bushmaster Carbon-15
a piece of junk or good to go? I don't want to see her get a crappy Kel-Tec SU16... She's also in Ca. so it can't be a Colt receiver...
What other options are there in this situation? (for occasional target plinking, and worst-case SHTF self-defense)
Avoid the carbon15.
I would check with Spike's about a lightweight 14.5" mid length upper with a MOE handguard. I believe Spike's deal with a lot of Cali compliant rifles, so their lower might also be a good option.
A Voltor modstock, MOE Gen2 rear sight and a lightweight optic (high end Aimpoint or mid level Vortex SPARC).
lightest, QUALITY AR setup imo: 14.5in+perm FH LIGHTWEIGHTprofile CAR length bbl; A3/A1 upper, std CAR 4pos stock. or, get a Cav arms lower+lightweight upper
I put this one together a while back. If you take off the light, red dot and mounts, it weighs just under 6lb with a loaded 20rd mag. It cost right at $700 before the electronics and mounts. As pictured, just a hair over 7lb.

Colt offers at least three california compliant models currently.
get a lower build it or buy complete, then get a lightweight profile mid length upper from either Palmetto State Armory, Spikes Tactical, Bravo Company or similar either 16" or 14.5" LW will bring you under 7lbs unloaded if done right closer to 6lbs. I prefer 14.5" but people like to change things( i don't), so 16" lw is a good way to go. It will put you at 6lbs 4oz or so depending on furniture.

Daniel Defense M4V7 LW is slightly over 1k but it is simple and light.
If you go 22LR would that get you around some the BS CA laws? If so, the CMMG light weight 16" dedicated 22LR is awesome.
make sure its a true .625 lightweight barrel, last i saw the palmetto's werent...
I did a BCM 14.5" mid LW pinned A2x, MOE stock, MBUS gen II sights, and 12" rainier evolution rail.
With the primary arms micro sight on there it weighs 6.2 pounds empty.
I built close to the same for the girl, in fact, hers made me build mine.
14.5" mid, LW barrel, perm vltor FH, PRI flip front gas block, MBUS rear, MOE stock and rainier 9" evo rail.
With a primary arms multi reticle M3 clone it weighs 6.8 pounds empty.
I don't think weight is the biggest determining factor of how heavy a rifle feels, its more weight placement and balance than overall weight. I've got a 20" national match rig with all the heaviest of everything on it that weighs in at a svelt 12 pounds. With the big ass lead weight in the buttstock, the rifle balences very well, and doesn't feel nearly as heavy as my 9 pound piston gun with ALL the weight up front.
Everything on my rifle is polymer, and I love how light-weight it is. Go with Spikes if you don't mind waiting.
