I know I have to receive the lower through a ffl dealer but do I have to physically pick it up myself? What I mean is that I'm currently stationed in Germany and want to start buying parts for a build for when I come back to the states. Do I have to do the paperwork in person or can it be done by mail? Can my bro-in-law pick it up for me in Oklahoma?

You must be there in person to fill out and sign the 4473.
A friend or family member can buy the lower and list themselves as the actual buyer on the 4473, then give it to you as a gift when you return Stateside.
If you give them the money for it it can be considered a Straw Purchase. They must use their own money for the initial purchase from the FFL.

Yes. Just the lower has to go through an FFL.
You can order whatever other parts you want, and then have them drop shipped to your Stateside address.
