The white eagle stamp on the front of the magwell indicates that it was inspected and left here as a complete rifle. Even the AR-30 and AR-50 get the stamp. If a 10 or 15 doesn't have the stamp then it left here as a lower receiver.

The stamp is a variant of the acceptance stamp applied to military rifles. Mark Westrom thought that the rifles didn't look complete without that stamp. We don't apply it to rifles being delivered to the government.

I tried to get them to add it to my EA rifle; I even offered to return the complete gun for the "upgrade" overhall & that way it would return to me as a complete, factory checked gun.

No dice.

If it does not have the stamp, then it is a "parts" gun. And, even the stamp could have come from a complete gun that was later swapped out.
