 Do I need nav lights?

I've got a 15' 8" Scanoe that I use for fishing, and I use a trolling to scoot around. According to Virginia boating regulations, a canoe (under oar) does not need nav lights at night. Since I'm using a trolling motor, does that mean I need lights?

Why not just get something like below and then you wont have to worry if incompliance or not.

exactly right, the little 3 color lights are a good buy too, dont forget PFD's
