Sounds very much like the books, which treat many things in a very slapstick fashion to be funny. She's supposed to be a very fish out of water character that bumbles through cases. Works in the books. Haven't seen the movie yet, so I'll withhold judgement if it works there.
I do remember in the first book, she is just advised to illegally concealed carry when she starts her job as a bounty hunter. (Series takes place in NJ)
I saw that it was based on a series of books. I haven't read any of them yet. I think Heigl does a decent job of portraying a bungling character that gets the job done. How are the books? Are they worth reading?
It seems odd that she is advised to illegally conceal carry and participated in a straw purchase when she works so closely to police officers.

Treated it as a comedy, never put a lot of faith into the way Hollyweird portrays anything to do with firearms..

I've enjoyed them enough to keep reading them, even though they've gotten rather formula and repetitive. There's quite a few now, but they read quickly. I'd say read the first one or two and decide from there if you want to keep reading. The best way I could describe them is as somewhat wacky, slapstick mysteries, with major ongoing subplots as to her rather insane family and a a love triangle.
I would by no stretch of the imagination call them realistic, but there are explanations of sorts as to how/why she can bend certain rules regarding her gun.

I got smacked by the GF when I mentioned that.
I also got smacked when I put my phone down and started paying attention when I noticed the shower scene.
