Some Photoshopping help requested...

My SIL recently dug this family photo out of somewhere it had obviously lain for too many years. Because my wife's mom passed away when she was 21, this is the only pic of her that we'll ever have. I don't have Photoshop, but using Picasa I can remove artifacts until I'm blue in the face. I can't figure out how to get rid of the lines going across the top and bottom of the photo. I think they're in the negative - this pic seems to have been printed out with those lines in place.

I have a Hi Res scan of the pic available - I'd really appreciate it if anyone can tell me how to fix it.

I don't have a lot of time but I cleaned it up a bit maybe someone can fix it further.
