I'm considering purchasing a used Old Town Topwater 120. The guy that has it painted it and used it for duck hunting. He said the paint was just some spray paint he got from Walmart. What can I use to safely remove the paint without damaging the plastic hull of the kayak. I also have a pressure washer to hose it down after the paint is loosened up. Suggestions?

You could try methanol.   Wear protective gloves.

ETA - I'd spot treat first and probably research compatibility before going over the whole boat.

Take up duck hunting?  

I literally had the opposite problem many years ago trying to paint an aquapod….
